A Candidate Announces For Bethel's Seat

A Key West businessman, Barry Gibson, has become the first to announce he is running for the City Commission seat to be vacated by Harry Bethel. His candidacy is profiled in the Key West Citizen. According to the Citizen, in announcing his candidacy, he says he "will listen to residents and act as a voice of reason."

Mr. Gibson appears to have excellent credentials and is an upstanding citizen of the community. He is worthy of consideration by all voters.
Why is it, however, that virtually any candidate for public office feels obligated to announce that he "will listen to residents and act as a voice of reason."? Is this to position themselves against potential candidates that may take a position in announcing that they will intentionally NOT listen to residents and will promise to act irrationally? It seems as if every candidate in any contest is clear on their position regarding obvious subjects, such as being pro-education and anti-crime (to distinguish themselves from the anti-education and pro-crime candidates?). What about the real issues? What specific views does Mr. Gibson (or any candidate) have on controlling city expenses, on legal disputes, on police oversight, on traffic and road congestion, on blighted neighborhoods, on tourism concerns, and on numerous other issues that require good leadership?
